Certain goals, using all kinds of power, including propaganda, persuasion, fraud, deceit, fear, secrecy, coercion, concessions, and sometimes even concerted violence and other criminal ploys. Rather than seeing conspiracy and structure as mutually exclusive, we might consider how conspiracy is one of the instruments used by the dominant interests in political life.
